PROVEN TRACK RECORD FOR CLASS Q APPROVALS
At Waypoint Planning we are regularly involved with proposals to convert redundant agricultural buildings to dwellings through the Class Q Permitted Development route. This is an area of legislation that has been continuously tweaked by previous governments and applications are often met with resistance by local planning authorities. Nonetheless, it remains an unparalleled way to increase the value of agricultural buildings and achieve consent for much needed new homes in rural locations.
Over the years we have been involved in several successful Class Q projects where the buildings have seen a significant uplift in value once the Class Q is granted. Many landowners choose not to build, but instead sell the site with Class Q consent. This removes risk and gives an immediate capital uplift, which can be used for:
– Farm reinvestment
– Succession planning
– Buying additional land
– Debt clearance
– Retirement capital
It is clear that planning consent increases value, and whilst every case is different, the result has been the same, with existing use value increasing by typically 4-6 times.
Our most recent success came in South Norfolk where the building in question was located within a group of other redundant agricultural buildings. Challenges faced in this instance involved committing to removing the surrounding buildings in order to protect the amenity of future occupiers, the potential presence of asbestos, and a requirement to secure nutrient neutrality mitigation.
Class Q conversions will not be acceptable in all locations as there are strict limits and criteria to navigate. One important factor to consider, which is often overlooked, is whether surrounding buildings and their uses would be compatible in such close proximity to residential occupiers.
